The Boltzmann brain is an argument reductio ad absurdum. It does not require a brain literally. If you had read any of the literature on this, you'd know they are often called Boltzmann "observers", i.e. the minimum viable entity required to hallucinate a sufficiently convincing experience of a universe.
You don't seem to grasp the basics of probability.
1. Our universe is observably lower entropy moving to higher entropy
2. Even in near equilibrium, there would be stochastic fluctuations of entropy in such a universe
3. Commonly, these would be small, consisting of low amounts of organization
4. High levels of organization would be rare, probabalistically speaking
5. Large fluctuations (extremely high organization) would be exponentially rare but would occur eventually if the universe existed infinitely
6. Consciousness is a state requiring such extremely high organization
7. Therefore, the probability of this happening once in any minimum viable fashion is much higher than it happening trillions of times in a minimum viable fashion
8. We observe consciousness happening trillions of times just in human experience
9. It is infinitely more likely that randomness produced a single Boltzmann observer hallucinating all of the rest of these instances of consciousness than randomness producing all of these instances
10. It is in fact infinitely more likely that randomness produced some ratio of an infinitely smaller number of hallucinating observers than the current observable amount of non-hallucinating consciousnesses
Evolution does not explain this and is frankly irrelevant entirely.
