Original discussion: spoilers thoughts after finishing the game it was.

It seems that the cycle was invented because at a certain point in humanity's development they reach a stage of prosperity which is the pinnacle and beyond which no further progress can be made. So, when humanity nears that point, their collective peak consciousness is turned into a High One instead of letting them fester and rot.

The Veiled Woman is slowly creating a race of super-beings that individually represent the peak of their respective civilizations by manipulating the recurring characters in each cycle.

The Black Libra seems to be a group that somehow persists throughout the cycles and wants to find a way to get this to stop (as it is mass extermination). This includes hurting down anyone that may give birth to a Prophet.

The Rhalata, Kor cult, and others who "transcend" seem to be pre-emptively joining this human collective mind before the cycle. They aren't doing anything different than what the Beacon accomplishes, just on a much smaller scale.

The Aged Man seems to be a prophet from many cycles ago who has the same objectives as the Black Libra even if he doesn't collaborate with them neccesarily.

Essentially the entire game is the prophet thinking he is advancing goals similar to the Libra's while also believing the Libra to be evil all the while inadvertently advancing the goals of the Veiled Woman & the High Ones.

The questions of: is it a bad thing for humanity to be coalesced into this single super intelligence, is it morally wrong for the Libra to kill innocents in their attempts to stop it, is the Veiled Woman even a moral agent, how much agency do the High Ones have if they were forced to become High Ones, should transcendence be voluntary like in the case of the Rhalata, etc. are not really explored by the time you figure any of this out - and maybe it's better we draw our own opinions.
